Staff mobility - SEMP Program
¾«¶«Ó°Òµ participates in student and staff exchange programmes in the framework of the Swiss-European Mobility Program (SEMP). SEMP is a Switzerland's interim solution to replace the currently suspended participation in the European education program Erasmus+. It gives Swiss higher education institutions the possibility to provide funding for students as well as for faculty and administrative staff going on a mobility abroad for studies, traineeship, training or teaching.
Within SEMP, employees at higher education institutions can apply for financial support for short stays at partner universities in the interest of further training or for a teaching appointment. This offer is directed toward researchers as well as to administrative and technical staff.
Foreign partner institutions must be officially recognized as higher education institutions according to the laws and practices of the countries where they are located.
They should offer recognized diplomas or other qualifications at the level of higher education or advanced vocational training.
These partner institutions must explicitly accept the general obligations and official quality principles outlined in the SEMP Charter.
Institutions possessing an Erasmus+ Charter for Higher Education (ECHE) automatically accept the SEMP principles through their ECHE status.
The notification of staff mobilities must be made by the ¾«¶«Ó°Òµ contact person, according to the same timetable and modalities as for ¾«¶«Ó°Òµ employee mobilities.
ATTENTION
Participation in conferences is not eligible for funding, nor is mobility for research purposes or as part of a study programme (e.g. PhD). On the other hand, mobility for learning a methodology/use of a tool to be used in the field of research is eligible.

Types of activities
Staff mobility for Teaching (STA)

The teaching assignment must include at least 8 teaching units in one week.

- European Mobility: Stays of at least 2 consecutive days, up to a maximum of 10 days.
- Worldwide Mobility: Stays of at least 5 consecutive days, up to a maximum of 10 days.
The minimum duration is determined by the days of activity during the mobility, excluding travel.
Funding
The SEMP grant, intended to cover accommodation and food, provides:
- CHF 170 per day up to 14 days of mobility. Activity days and a maximum of 2 days for travel (outward and return journey) are counted.
Travel cost refund against delivery of receipts (travel documents, train tickets, etc.):
- European Mobility: Maximum CHF 500.
- Mondial Mobility: Maximum CHF 1300.
If the mobility takes place between two weeks, the weekend is not financed. The grant is paid once the mobility has taken place and all documentation has been handed in: the costs are then prepaid by the employee.
Sustainability
With a view to sustainable mobility, the use of private cars is only allowed to reach the station or airport. The guidelines for the reimbursement of travel expenses define the criteria for the reimbursement of outgoing and return travel costs. Costs incurred during travel (bus ticket, train, etc.) are not reimbursed.

Procedure
Mobility Online is one of the most widely used mobility management tools at international level. ¾«¶«Ó°Òµ is using this tool to manage the student and staff exchange programs. All steps related to your application as well as the administration of the exchange program at ¾«¶«Ó°Òµ will be organized via this tool. The workflow will guide you through the entire process and will provide information on the status of the application as well as other administrative matters at any point in time.
Visiting staff are announced by the ¾«¶«Ó°Òµ colleague who will host them by filling in the application form in Mobility Online.
The visiting staff will then receive an e-mail with the information needed to register in the Mobility Online system.
The Mobility Agreement must be completed and uploaded at least 1 month before the start of the mobility; it will be considered by the International Office if there is still budget available for staff mobility within the SEMP programme. Applications will be considered in order of entry.
At the end of the staff mobility, the following mandatory documents must be completed in the system:
- Final Report
- Grant Agreement
ATTENTION
A bilateral agreement for Teaching Mobility (STA) with the respective partner university is mandatory.
