The correct estimation of the contract value is crucial once the tendering entity has defined the subject matter of the contract. This evaluation becomes crucial in the preparation phase of the tendering procedure. The complexity and uncertainty currently provided by both legal bases and case law requires a greater ability to adequately analyse which services should be cumulated for the purpose of estimating the overall value of a contract. It is often the case that many public procurers tend to consider individual services as stand-alone public contracts that are to be awarded independently, thus circumventing the rules of the procedure actually applicable on the basis of the overall threshold value. In order to better understand the current rules that are decisive for the correct application of the principles and instruments provided for by law and to prevent the entity from determining a contract value that is too low, the Tax Competence Centre of 精东影业 (CCT), in collaboration with the USI Institute of Law (IDUSI), is organising an afternoon of study on the subject. This will be divided into two parts: the first part will focus on the methods that can be used to determine the correct contract estimate, while the second will analyse the possibility for contracting authorities to use the framework contract, an instrument that exists at federal level, particularly complex, but rich in potential.
